Richard Chang has a long and varied work experience, beginning in 1983 as Manager at Citibank, NA, Taipei branch. In 1989, they founded and became Vice President of MasterLink Securities Corporation. In 1998, they became SEVP & Spokesperson at SinoPac Financial Holdings. In 2008, they were Managing Director at InvestLink. From 2010 to 2017, they held the role of President at KGI Bank. In 2019, they became Chief of Staff & Spokesperson and Executive Vice President & Spokesperson at China Development Financial 中華開發金控.

Richard Chang received their Bachelor degree from National Taiwan University in 1979, majoring in Business school. Richard then went on to pursue a Master of Business Administration (MBA) from The University of Chicago Booth School of Business, which they completed in 1983.
