Russel Montchal has extensive experience in information technology within the judicial system, currently serving as a CITOC Executive Board Member since January 2024. Montchal has been affiliated with the Administrative Office of Pennsylvania Courts since 1999, holding various roles including Director of Information Technology, Assistant Director of Information Technology, and Enterprise Development IT Manager. Previous experience includes a tenure as a Software Developer at Electronic Data Systems from March 1992 to September 1999. Montchal’s work focuses on addressing business and technology challenges for the courts, in collaboration with organizations such as the National Center for State Courts.
