Noel Williams has extensive experience in government and defense sectors, currently serving as a Technical Fellow and Deputy Group Leader at Systems Planning and Analysis, Inc. since October 2007. Prior to this role, Noel held the position of National Biosurveillance Integration System, Plans Policy Outreach Branch Head at the Department of Homeland Security from December 2005 to September 2007, while also filling a government position as a Systems Planning and Analysis employee. Earlier experience includes serving as a Research Fellow at the Center for Emerging Threats and Opportunities from June 2002 to February 2004 and as an Officer in the United States Marine Corps for over two decades, from May 1981 to August 2002. Noel's education includes a Master of Arts in Military Studies from Marine Corps University, a Master of Arts in National Security Studies from Georgetown University, and a Bachelor of Arts in English from Virginia Military Institute.
