Troy Hammond has a comprehensive work experience in the field of cost estimating and analysis. Troy currently works as a Lead Associate at Systems Planning and Analysis, Inc. where they provide cost estimating services for the Federal Aviation Administration (FAA). Prior to this role, they also provided cost estimating and analysis services for various programs in the United States Marine Corps (USMC), United States Coast Guard (USCG), United States Air Force (USAF), and Defense Threat Reduction Agency (DTRA).

Before joining Systems Planning and Analysis, Inc., Troy worked as a Consultant at BearingPoint from 1998 to 2003. Troy Hammond, CCEA, has a diverse educational background. Troy attended George Mason University from 1997 to 2005, where they studied Computer Science, but did not earn a specific degree. Prior to this, from 1992 to 1994, they pursued a Master's degree in Economics at the University of Tennessee, Knoxville. Before their Master's degree, they completed a Bachelor's degree in Economics at the same university from 1988 to 1992. In 1991, they briefly attended Universidad de Belgrano, where they focused on Economics. In addition to their formal education, Troy Hammond has obtained several certifications to enhance their skills. Troy earned the Certified Cost Estimator/Analyst (CCE/A) certification from ICEAA (International Cost Estimating & Analysis Association) in December 2019. Troy also completed various online courses on data analysis, data visualization, and Excel and Power BI training from LinkedIn, as well as a course on Agile Principles and Methodologies from Skillsoft. Recently, in February 2021, they obtained the ABRSM Grade 5 Music Theory certification from ABRSM. Additionally, they hold the ICEAA certification from ICEAA. Finally, they have received a Six Sigma Yellow Belt certification, although the institution and specific obtaining dates are not provided.
