James Voelker, CPCM, CFCM, serves as a Procurement Manager at Sourcewell since August 2017, overseeing the procurement process from Request for Proposal (RFP) preparation to award recommendations and leading source selection teams in evaluating vendor responses. Additionally, since October 2007, James Voelker has held various roles within the Minnesota National Guard, including Platoon Leader and Contracting Officer, demonstrating expertise as a Level 2 Certified Acquisition Professional in DoD contracting with the authority to conduct contract actions up to $5,000,000. Prior to these positions, James Voelker worked at RiverSide Electronics, Ltd. from August 2010 to July 2014 as a Buyer-Quotes and Material/Production Planner, handling the quoting and purchasing of electronic components and analyzing material requirements for production. James Voelker earned a Bachelor of Science degree in Public Administration/Political Science from Winona State University between 2007 and 2010.
