Mark MacDougall serves as the Senior Vice President and General Counsel at Southern Maryland Electric Cooperative, holding this position since 1998. In this role, MacDougall oversees various functions, including legal, regulatory, government affairs, corporate communications, media relations, environmental, real property, and facilities operations for one of the largest electric cooperatives in the nation, which has over $1 billion in assets and approximately 165,000 members. Prior to this, MacDougall worked at Baltimore Gas & Electric from 1980 to 1998 as an Associate General Counsel and served as the Manager of Regulatory Affairs for the American Gas Association from 1985 to 1987. Mark MacDougall holds a Juris Doctor from the University of Maryland Francis King Carey School of Law, an M.B.A. from the University of Maryland, and a B.S. in Accounting from the University of Maryland.
