Ashley Waters, DPA, currently serves as Adjunct Faculty at Shenandoah University and has been the Principal Consultant for Delta by Ashley since November 2019. Waters held the position of Senior Assistant Director for Housing and Human Services at The City of Frederick from July 2023 to October 2024 and served as Adjunct Instructor at Frederick Community College from January 2020 to December 2023. Previously, Waters was the Executive Director of Woman to Woman Mentoring, Inc. and Communications Manager for the City of Frederick. Waters’ experience also includes roles at Morgan Stanley, the University of Maryland Baltimore County, and Mercy Health Clinic. Waters holds a Doctor of Public Administration from the University of Baltimore, a Master’s in Nonprofit Management and Programming from Towson University, and a Bachelor’s in International Politics and Relations from Penn State University.
