Teresa Livingston has a vast amount of work experience in the field of procurement. Teresa began their career as an Administrative Coordinator at the SC Budget and Control Board - Materials Management Office in 1989. Teresa then worked as a Procurement Specialist at the SC Department of Health and Environmental Control from 1999 to 2000. After that, they served as a Procurement Specialist at the SC Department of Health and Human Services from 2000 to 2005. Teresa then moved to the SC Department of Education, where they served as a Procurement Manager from 2005 to 2011. Since 2012, they have been with the SC Technical College System, starting as a Procurement Manager I and working their way up to the position of Director of Procurement.

Teresa Livingston has a Master of Arts in Human Resource Development from Webster University, which they obtained from 2018 to 2020. Prior to that, from 2017 to 2018, they earned another Master of Arts degree in Human Resources Management and Services from Webster University in Fort Jackson, SC. Teresa also holds a Master of Business Administration (MBA) in Management and Leadership, which they completed from 2014 to 2016 at Webster University in Fort Jackson, South Carolina. Additionally, Teresa has a Bachelor of Business Administration (B.B.A.) in Business Administration and Management, General, which they received from Southern Wesleyan University from 1997 to 2000. In terms of certifications, they have a certification as a Raising Star Graduate from the SC Dept of Education, obtained in 2018.
