Patrick Carter, P.E. has a diverse work experience spanning different roles and industries. Patrick started their career as a Restoration Program Assistant and Field Lead at the Santa Monica Bay Restoration Commission, where they contributed to the development of an Estuarine Eutrophication Assessment Field Operations Manual and led a study on wetland eutrophication. Patrick then worked as a Graduate Research Assistant at Loyola Marymount University, where they gained experience in operating and maintaining a gas chromatograph-mass spectrometer, creating standard operating procedures, and conducting research on in-situ water samplers. After that, Patrick joined WSP Environment & Energy as a Staff Engineer, focusing on design, compliance monitoring, and reporting associated with temporary water treatment systems and managing land remediation projects. Patrick then transitioned to the City of Palo Alto, first as an Associate Engineer and later as an Engineer, contributing to various engineering projects. Currently, Patrick is an Associate Engineer at the Santa Clara Valley Water District. Overall, they possess a strong background in project management, engineering design, research, and environmental assessment.
Patrick Carter, P.E. obtained a Bachelor's degree in Environmental Science from Loyola Marymount University, where they studied from 2003 to 2007. Patrick then pursued a Master's degree in Civil Engineering from the same institution, completing their studies from 2007 to 2009. In 2014, they obtained their license as a Professional Engineer from the State Of California Board for Professional Engineers, Land Surveyors, and Geologists. Additionally, in 2015, they obtained a Grade III Wastewater Treatment Plant Operator certification from the State Water Resources Control Board.
