Colin Kemper, PE, QSD, serves as a Senior Engineer for the San Diego County Water Authority since May 2016. Previous experience includes roles as a Field Engineer with the City of Escondido from July 2013 to May 2016 and as a Civil Engineer at Kennedy Jenks Consultants from June 2009 to October 2012, where the focus was on the design and construction of environmental treatment facilities and pipeline distribution systems. Colin Kemper began the engineering career as a Staff Engineer at Kennedy Jenks before earning a Bachelor of Engineering in Civil Engineering from San Francisco State University in 2009, following studies at Orange Coast College from 2003 to 2006.
