Frank Holzmann, P.E. is an accomplished professional in the infrastructure and transportation sectors, currently serving as the Associate Chief Operating Officer of the Infrastructure Division at Raba Kistner, Inc. Previously, Frank held key positions including Alternative Delivery Practice Lead for the Central Division at Volkert, Business Development Manager at Flatiron Construction, and Texas Transportation Services Lead at Michael Baker International. Frank's extensive experience also includes leadership roles at the Texas Department of Transportation, where responsibilities encompassed Interim Deputy Division Director for Strategic Projects and Management, as well as Director of the South/Central Texas Strategic Project Office. Frank earned a Bachelor's degree in Civil Engineering from Texas A&M University between 1984 and 1989.
