Phil Riggan is an experienced transportation planner at PlanRVA, focusing on bike and pedestrian infrastructure across the Richmond region since July 2016. Additionally, Phil serves as a part-time soccer referee with the Central Virginia Soccer Referee Association since September 2019, an activity inspired by family involvement. Prior to these roles, Phil worked as a writer, editor, photographer, and web producer for the Richmond Times-Dispatch from 2011 to 2016, and as executive producer at NBC12 - WWBT from 2009 to 2011. Phil’s career in media began in 1992 with the Richmond Times-Dispatch, where Phil held various roles until 2008. Phil holds a Master’s degree in Urban Studies/Affairs from Virginia Commonwealth University and a Bachelor's degree in Journalism from the University of Richmond.
