Thomas Frederick is an experienced leader in the water and wastewater sector, currently serving as Associate Vice President and Director of Water/Wastewater Practice at Pennoni since March 2018. In this role, Thomas is responsible for the vision, strategy, and business planning of engineering services, ensuring client satisfaction and promoting technology development. Previously, Thomas held significant positions such as Deputy General Manager at Loudoun Water, where strategic oversight was provided for operations and engineering, and Executive Director at Rivanna Water and Sewer Authority, managing a 92-employee organization. With a solid foundation in civil engineering from North Carolina State University and post-graduate studies in public administration from the University of North Carolina at Chapel Hill, Thomas has successfully led water resource departments in various municipalities throughout a career that spans over three decades.
