Billy Downer has extensive experience in organizational development and change management, currently serving as an Organizational Development Consultant and Technology Adoption Specialist at the City of Ottawa since October 2016. Prior to this role, Billy Downer worked in various capacities at the City of Ottawa from July 2012 to February 2016, including Change Management Consultant and Project Coordinator in the HR Business Services Unit. Educational qualifications include a BA in Sociology with a major in Sociology and a minor in Social Work from McMaster University, and a degree in Social Services Worker from Seneca Polytechnic.
