César Antonio Sánchez Modena holds a Master's in Economics from Georgetown University (Master of Arts in Economics), Master in Administration from Universidad del Pacífico, and Industrial Engineer from Universidad de Lima.

He has been vice president and member of the Board of Directors of the Supervisory Agency for Investment in Public Use Transport Infrastructure (Ositran), general coordinator of the World Bank project in the Justice sector, specialist of the Ministry of Economy and Finance in projects and coordinator of the Program for the Implementation of the National Public Investment System (SNIP). He was general manager of Invertir Consultores Asociados, an officer of Southern Peru Limited, and SGS del Peru. He is currently a consultant in public and private organizations.
