Eileen Lambourne is a highly experienced Freelance Monitoring, Evaluation, Research & Learning Consultant with a strong background in managing and leading various MERL activities since December 2011. Eileen's extensive expertise includes roles as Senior MEL Advisor for both FCDO's Indo-Pacific Cyber Programme and Home Office's Nigeria Serious Organised Crime Prevent Programme at ORB International, Team Leader of the SMELL team for the Just Urban Transitions Programme at Itad, and MREL Lead for FCDO's Accelerating Investment and Infrastructure in Nepal Programme at DT Global. Eileen's previous work at Tetra Tech encompassed serving as Programme Evaluation Lead for HMG's Prosperity Fund Global Future Cities Programme and leading multiple impact evaluations over seven years for FCDO's SPRING Accelerator Programme. Before consulting, Eileen held the position of Head of Office at Ipsos UK, focusing on evaluations of government services and performance assessments. Eileen holds a PDM in Management from the University of the Witwatersrand and a BSocSc in Economics and Psychology from the University of Cape Town.
