Michelle Bales (Flanagan) is a Nuclear Fuel Specialist at the OECD Nuclear Energy Agency since January 2022, where responsibilities include facilitating international partnerships on nuclear fuel safety research through the FIDES framework to enhance research efficacy and sustainability. Prior to this role, Michelle served as a Senior Reactor Systems Engineer at the U.S. Nuclear Regulatory Commission from July 2004 to January 2022, focusing on research program planning and project management in nuclear fuel and cladding behavior, and representing the NRC in international collaborative research programs. Michelle holds a Master's degree in Nuclear Engineering from Penn State University (2006-2008) and a Bachelor's degree in Mechanical Engineering from the University of Maryland (2000-2004).
