Todd C. Kaplan, PhD, is an accomplished emergency management professional with extensive experience at Northeastern University, where roles have included Sr. Director and Director of Emergency Management. Responsibilities encompass command over emergency management, security technology, and crisis planning, while advising university leadership on homeland security issues. Kaplan has successfully led the development of a multi-million dollar Emergency Operations and Communications Center, ensuring enhanced collaboration during emergencies. Additionally, Kaplan is the Founder and Chief Strategist of Paratus 360 LLC and has experience as an intelligence analyst with the City of Boston and the New York City Police Department. Academically, Kaplan holds a PhD in Public Safety and advanced degrees in Criminal Justice from Northeastern University.
