Reginald is the former Deputy Under-Secretary of Defense for Intelligence and Security (DUSDI), U.S. Department of Defense, the civilian equivalent of a three-star general. He oversaw the intelligence elements of the Uniformed Military Services, the Company Support Agencies, including the National Security Agency (NSA), the National Geospatial Agency (NGA), the Defense Intelligence Agency (DIA), and the Combatant Commands Intelligence Directorates. Over his 30-year career, he has served as a senior executive in DoD, the IC, and the CIA.
Reginald has experience in policy, strategy, management, operations and technology. He is the executive director of the University of Alabama Cyber Initiative.
He has a Bachelor’s degree in business from the University of Alabama, a Master’s degree in public policy from the Woodrow Wilson school of Public and International Affairs at Princeton University, and a JD from the University of Alabama School of Law. He has studied European Union Law at the Universite Libre de Brussel in Belgium and Public International Law at The Hague Academy of International Law at the International Court of Justine in the Netherlands.
