Shelly Kent has extensive experience in Human Resources, currently serving as the HR Development and Systems Change Manager at Multnomah County since July 2004. In this role, Shelly provides strategic HR guidance, professional development opportunities, and training on Workday and Google systems. Previous positions include Central Human Resources Director, where responsibilities encompassed overseeing labor relations, benefits, and compensation, and Labor Relations Manager, serving as chief negotiator for collective bargaining agreements. Shelly's career also includes HR consulting and labor relations roles at the Department of Public Safety Standards & Training, and organizational development at UCSD Jacobs School of Engineering. Shelly holds a Juris Doctor from Lewis & Clark Law School and a B.A. in Psychology from California State University - East Bay.
