Richard Harper serves as General Counsel and Director of Contracts at both Mosaic ATM and Mosaic Data Science since February 2023. Previously, Harper held various roles at the U.S. Nuclear Regulatory Commission from August 2010 to February 2023, culminating in the position of Legal Counsel and Deputy Chief of Staff to Commissioner Caputo. Harper's experience includes advising on legal and policy matters, focusing on electricity and natural gas regulation as an Associate at Jennings, Strouss & Salmon, and teaching as an Adjunct Professor at George Washington University Law School from September 2014 to June 2020. Harper received a J.D. from The George Washington University Law School and a B.A. in English Language and Literature from Brigham Young University.
