William Spencer has extensive experience in government operations, currently serving as Executive Director at the U.S. Merit Systems Protection Board since October 2007. Spencer previously held various leadership roles at the Federal Communications Commission (FCC), including Deputy Chief & Director of Business Continuity Planning in the Public Communications Outreach & Operations Division, where responsibilities encompassed emergency response operations. Prior to the FCC, Spencer was Deputy Managing Director, overseeing personnel safety and continuity exercises. Earlier career highlights include serving as Chief of the Budget & Fiscal Unit at the Antitrust Division of the Department of Justice, where budget management and performance review contributions were significant. Spencer also has a background in space management at the Justice Management Division. Academically, Spencer holds a Master of Public Administration from George Mason University and a Bachelor of Arts in Rhetoric & Communication Studies from the University of Virginia.
