Neal Goins possesses extensive experience in leadership and governance, currently serving as a member and chair of the Town Advisory/Finance Committee since July 2019 and as a public member of the U.S. Department of State Promotion Board since June 2021. With a background in legal oversight as a hearing officer for the Massachusetts Board of Bar Overseers since January 2018, and leadership roles in educational committees, including co-chairing the Noble and Greenough School Past Parents Committee and serving as chair of the Middlebury College Parents' Committee, Neal Goins has demonstrated a commitment to community service. Previous professional roles include vice president of international government relations at ExxonMobil Corporation and president of ExxonMobil Mexico, alongside a foundational career in research and exploration operations at Mobil Oil Corporation. Neal Goins holds a Ph.D. in Geophysics from the Massachusetts Institute of Technology and an A.B. in Physics from Princeton University, complemented by a diploma from Phillips Exeter Academy.
