Shelley L. Heller, raised in Kent County, Maryland, was appointed as the County Administrator for Kent County in 2015. However, her career in local government started in 2011 as a Circuit Rider/Town Manager for several small towns on the Eastern Shore. In her capacity serving Maryland jurisdictions, Shelley has acquired extensive experience in budgeting, contract implementation, and project management. She oversees and is responsible for a variety of departments including Water and Wastewater, Environmental Operations, Human Resources, and Public Safety.
Shelley earned her B.S. from Salisbury University in 1994, and began her career as a Contract Specialist at Naval Air Systems Command in Arlington, VA. Shelley subsequently worked for a military consultant firm, MPRI, Inc. headquartered in Alexandria, VA for 13 years. There, Shelley worked in the International Division, managing all contractual and financial aspects of several training and logistics contracts located worldwide.
Shelley currently serves on the Board of Trustees for the Local Government Insurance Trust (LGIT) and the Board of Directors for Maryland Rural Development Corporation (MRDC).
