Phillip A. Raines has worked in the Information Technology field since 1998. Phillip A. began their career at Lockheed Martin as a Senior Technical Services Manager and then moved to Raytheon in 2004, where they were a Project Manager. In 2009, they joined Kilda Group as a Management Consultant, and then moved to Technica Corporation in 2010 as a Senior Project Manager. In 2011, they joined Windward IT Solutions as a Senior IT Consultant. In 2013, they moved to General Dynamics Information Technology as a Senior Project Manager, and then to Copper River Information Technology, LLC in 2014 in the same role. In 2016, they joined Foxhole Technology as a Deputy Program Manager, and then moved to LightGrid, LLC in 2017 as a Sr. Project Manager.

Phillip A. Raines holds a Bachelor of Science (B.S.) in Computer Science from Bowie State University.
