Ray Montoya is a seasoned civil engineer with over two decades of experience in the engineering field. Currently serving as Vice President at Kimley-Horn since March 2016 and as a Board Member/Governor Appointee for the Water Infrastructure Finance Authority of Arizona since April 2015, Ray has demonstrated leadership in both private and public sectors. Prior experience includes a successful tenure as President/CEO at Engineering and Environmental Consultants, Inc. from March 2013 to March 2016, and a role as a Water/Wastewater Engineer and Office Manager at Kennedy/Jenks Consultants from January 1999 to January 2013. Ray's military background includes serving as a CEC Officer in the US Navy from August 1999 to August 2019. Ray holds a Bachelor of Science degree in Civil Engineering from New Mexico State University, earned between 1994 and 1998.
