Gladstone Anthony Payton is an experienced Congressional Affairs Officer at the Institute of Museum and Library Services, serving as the primary liaison to Congress for the agency overseeing grants and policy related to the nonprofit museum and library community since April 2013. Previously, Gladstone was the Director for Federal Affairs at Americans for the Arts from September 2007 to April 2013, where responsibilities included federal relations and lobbying. Prior roles included Associate Director for Federal Affairs, Outreach Director at Alliance for Justice, and Congressional Aide in the Office of the Democratic Whip. Education includes a BA in Political Science and History from the University of Michigan and a JD from GW Law School and Howard University School of Law.
