Russell Harrison began their work experience in 1999 as the Director of Transportation Policy and Grassroots Coordinator at the Institute of Scrap Recycling Industries, where they represented the private recycling industry on Capitol Hill and in 50 states. Russell then joined Christian World Adoption in 2006 as an Adoption Advisor until 2011. In 2003, Russell joined IEEE-USA as the Director of Government Relations, leading a team and being responsible for the society's public policy efforts. In 2022, they became the Managing Director of IEEE-USA.
Russell Harrison attended Allegheny College from 1990 to 1994, where they obtained a Bachelor of Arts degree in Political Science. Russell then pursued a Master of Public Policy degree at the University of Maryland from 1996 to 1998. In terms of additional certifications, Russell became a Certified Association Executive (CAE) in December 2010, awarded by ASAE. Russell also obtained certification as a Certified Planning Commissioner from Virginia Tech in 2015.
