Eleanor Boyd, a certified Project Management Professional (PMP), Certified ScrumMaster (CSM), and Scaled Agile (SA) practitioner, currently leads the Department of Transportation portfolio at ICF since July 2024. Previously, Eleanor served as Vice President of Client Delivery at RIVA Solutions, Inc., and in various senior leadership roles at Octo, including Senior Director overseeing portfolios under the General Services Administration's CIO Modernization and Enterprise Transformation contract. Before Octo, Eleanor held key positions at Salient CRGT, Fortigent, LLC, and Los Angeles Capital Management, demonstrating extensive experience in program management, client delivery, and strategic oversight across federal projects and initiatives. Eleanor earned a Bachelor's degree in Political Science from UC Santa Barbara.
