Tom Phillips

Thomas G. Phillips, Sr. has served as the Executive Director of the Center for the past twenty years. Under his leadership, the Center has developed into a prime resource for regional entities to achieve growth and establish financial sustainability thereby creating and retaining jobs within the Hudson Valley. During his tenure the Center has developed a corporate culture dedicated to serving their clients through the application and development, if required, of professional, cost-effective and innovative solutions to client issues impeding growth and long term viability.

In this position Tom is responsible for the operation of a business assistance corporation providing consultative assistance for small to mid-size manufacturing firms in the Mid-Hudson Region. He provides management leadership and direction that has resulted in increasing corporate revenues by 3X, workforce by 2X and reversed a balance sheet deficit to a positive position within one year. Tom has introduced innovative new services including new products, equipment and process design, development, prototyping and commercialization in response to clients’ needs.

Prior to joining MTEC, he held various management and staff positions at IBM’s Semi-Conductor Manufacturing Facility in East Fishkill, retiring in 1993 with 30 years of service. His positions included Operations Manager where he managed all Materials, Planning Industrial Engineering, Inventory and Logistics Systems Development functions for the Semi-Conductor Manufacturing Facility with annual revenues in excess of $500 million and over 3000 employees. He was also the Manufacturing Superintendent with general management responsibilities with over $300 million in revenue and 400 manufacturing and support personnel operating 24 hours a day, seven days a week.
