Norma Middleton serves as the Deputy Human Resources Director for Snohomish County since June 2008, overseeing recruitment, classification, and human resource operations for an organization of 2,500 employees. In addition, Norma is a member of the Citizens Commission on Compensation of Elected Officials for the City of Edmonds, WA, where responsibilities include analyzing market data and collaborating on salary settings for elected officials. Furthermore, involvement in Housing Hope's Human Resources Advisory Committee allows for consultation on HR policy. Previous positions include HR Director at Seattle Public Utilities, managing departmental HR functions and leading recognition strategies, and Regional HR Manager at WSDOT, where Norma spearheaded the implementation of Civil Service Reform in the largest region.
