Earl McDowell, MPA, CPM, currently serves as the Director of Workforce Development at Hope for Prisoners since January 2022, where initiatives aim to enhance opportunities for formerly incarcerated individuals in workforce development, particularly in the energy sector. Prior roles include serving as a Senior Workforce Development Specialist with the Office of Economic Impact and Diversity and as a Consultant from January 2019 to January 2021. McDowell has also made significant contributions to education as an Associate Professor at the University of Phoenix, teaching Criminal Justice and Public Administration from September 2008 to January 2019. Additionally, McDowell held several leadership positions, including Deputy Commissioner in the Nevada Division of Insurance and Deputy Administrator at the Nevada Department of Employment, Training and Rehabilitation. Prior to these roles, McDowell owned and operated an insurance agency and served as Director of Sales at Prudential Insurance/Aetna. McDowell holds a Master's in Public Administration from Pepperdine University and a Bachelor's degree from Arizona State University.
