Donald H. Horner, Jr. has a diverse and extensive work experience spanning several companies and organizations. Starting from 1994, they attended the U.S. Army Command and General Staff College as a graduate student. Donald H. then served in various roles within the U.S. Army from 1995 to 2000, including Battalion Commander and Brigade Operations Officer.

Following their military service, Horner worked at The Pennsylvania State University as an Associate Professor and Director of the Engineering Leadership Development Program. From 2005 to 2009, they became a Professor of Professional Programs at the University of Maryland.

Horner later served as the Education Commissioner for the City of Jacksonville from 2011 to 2013. Donald H. also worked at Jacksonville University, where they held positions such as Director of Athletics, Chief Government & Community Affairs Officer, and Provost and Sr. VP for University and Academic Affairs.

Additionally, Horner has been a member of the Editorial Board for the Academicus International Scientific Journal since 2018. Donald H. founded their own consulting firm, Horner Consulting, in 2000, where they currently work on AI, ML, and deep learning projects.

Their current role is Senior VP, Human Capital Services at HigherEchelon, Inc., a position they have held since September 2020. Prior to that, they served as Vice President of Leader Development and Human Performance from 2019 to 2020.

Donald H. Horner, Jr. has an extensive education history. Donald H. pursued higher education at multiple prestigious institutions. Donald H. obtained their Bachelor of Science degree in General Engineering from the United States Military Academy at West Point, graduating in 1981. Following this, they attended Stanford University, where they completed their Ph.D. in Sociology from 1989 to 1992. Additionally, Donald pursued a Master of Science degree in Transportation (Systems) at the Massachusetts Institute of Technology in 1984 and 1985. These academic achievements illustrate their commitment to both engineering and the social sciences.
