Jo Francis is an experienced professional with a diverse background in quality assurance, business development, and public service management. Currently serving as a Quality Officer at Hertfordshire County Council since August 2023, Jo previously held the position of Business Development Manager at Stepping Stones (Luton) from August 2019 to December 2022 and directed J. Francis Consulting Limited from September 2015 to July 2019. Jo's expertise includes leadership roles, such as Interim Head of Service at Stepping Stones (Luton), and Interim Head of Employment & Skills at London Borough of Brent, where responsibilities included integrating services and developing action plans for performance improvement. Additionally, Jo has contributed to enhancing employability programs for offenders and ex-offenders as Lead Performance Manager at Serco and focused on regeneration policies to benefit disadvantaged communities during tenure at London Borough of Brent.
