Earnest Lloyd, Ph.D., AICP, is a Senior Economist at HDR, specializing in economic and spatial analysis within engineering, architecture, environmental, and construction sectors since September 2022. Previously, Earnest served as a System Analyst at Knowledge Based Systems, Inc., where a transition was made from research to software solutions, and as a Senior Coordinator for the City of Dallas, focusing on Community Development Grant projects. Earnest also held the position of Program Director for the US Army Civil Affairs and Psychological Operations, overseeing the Civil Information Management initiative. A long-time Civil Affairs officer in the US Army, Earnest's expertise includes regional economics and urban planning roles within the City of Dallas. Education includes a Ph.D. in Urban Planning and Public Policy, an MSS from the United States Army War College, and a Master's in Economics, complemented by a BS in Mathematics.
