Melissa Loughran is an experienced professional currently serving as the CDBG-DR Buyout Program Manager at GrantWorks, Inc. since March 2022, where responsibilities include managing the New York Rising Buyout and Acquisition Program for the New York State Governor's Office of Storm Recovery.
