James has spent over 30 years in various management and executive positions with Entergy, CitiPower (Australia) and Gulf States Utilities Company. He has a very broad range of both regulated and unregulated utility experience across wholesale power supply, energy risk management, RTO, generation asset management, competitive retail, rates and regulatory, and T&D. He has provided analysis of utility rate and cost of service studies, transmission service contracts, deregulation and unbundling of power markets and market power, testifying before state and federal regulatory agencies. James provides power supply consulting to the Sam Rayburn Municipal Power Agency for its 130 MWs of municipal load and 325 MWs of industrial load in MISO. He also manages Tex-La, SRG&T and SRMPA’s hydropower supply from the Southwestern Power Administration and the Corps of Engineers. He has an Associate Degree in Liberal Arts from Florida College, a Bachelor of Science Degree in Electrical Engineering emphasizing in Power Systems from Texas A&M University and an MBA emphasizing in Finance and Accounting from University of Texas.
