Carolina Botero has extensive experience in the fields of internet rights, freedom of expression, and access to information. Currently serving as Asesora de la Dirección and Directora at Fundación Karisma since 2000, Botero also holds positions as a member of the advisory board for cetic.br and Centro de Estudios en Libertad de Expresión y Acceso a la Información. Botero actively participates in El Veinte, focusing on legal defense for journalists, and was a General Member Board for Creative Commons from August 2019 to February 2024, having previously held roles as Regional Manager for Latin America and Co-leader for Colombia at the organization. Botero's academic background includes a law degree from Universidad del Rosario, a PILC Master's from Vrije Universiteit Brussel, a Summer School in English Legal Methods from the University of Cambridge, and ongoing doctorate studies at Universitat Autònoma de Barcelona.
