Tom Reynolds

Tom Reynolds has a strong background in economics and economic analysis. Tom is currently serving as the Chief Economist at the Information Commissioner's Office (ICO), where they are responsible for delivering and ensuring the quality of economic analysis, research, and advice. Tom holds the position of head of profession for economics within ICO. Prior to this role, Tom worked as the Head of Economic Analysis at the ICO.

Before joining the ICO, Tom held various positions at Ofcom, a regulatory authority for telecommunications in the UK. Tom served as the Head of Financial and Economic Modelling, overseeing economic analysis and modelling for telecoms market reviews. As Principal Economist, they led cost modelling for the Mobile Call Termination Market Review and provided support to the European Commission during the O2/Three merger. Tom's expertise also extends to international roaming wholesale charges and disputes with Vodafone and Telefonica. At Ofcom, they also worked as a Senior Associate Economist.

Earlier in their career, Tom was a Senior Consultant at NERA Economic Consulting. In this role, they worked on telecommunications regulatory and competition issues globally. Tom'snotable accomplishments include leading an UNCITRAL damages claim resulting in a successful settlement for their client.

Tom began their professional journey as a Research Assistant at London Economics Ltd, conducting econometric analysis for the European Commission on the impact of regulation on European telecommunications investment.

Tom Reynolds has a Master of Science (MSc) degree in Economics from The London School of Economics and Political Science (LSE), which they obtained in 2007. In 2010, they completed a Postgraduate Diploma in EU Competition Law at King's College London. Prior to that, in 2005, they received a Bachelor of Science (BSc) degree in Economics from LSE. In addition to their formal education, Tom has obtained additional certifications including the "Strategic Management of Regulatory and Enforcement Agencies" from Harvard Kennedy School Executive Education, the "MoP® Management of Portfolios" from AXELOS Global Best Practice, and the "Microsoft Professional Program in Data Science" from Microsoft.
