Kat Cosgrove serves as the Deputy Director of Policy and Advocacy at Freedom House since April 2024. Previously, Cosgrove held various roles in the U.S. House of Representatives from May 2018 to March 2024, including Legislative Director and National Security Advisor for Representative Chrissy Houlahan. Earlier experience includes positions at Human Rights First, where Cosgrove contributed to national security research and advocacy, and the Tom Lantos Human Rights Commission, supporting Congressman Jim McGovern. Cosgrove's background also features roles in research and advocacy at organizations such as the National Consortium for the Study of Terrorism and Responses to Terrorism and the Center for Victims of Torture. Cosgrove holds a Master of Arts in International Human Rights from the University of Denver and a Bachelor of Arts in International Studies, Human Rights, and French Studies from Colby College.
