Gabriela Uchoa serves as a Climate Neutral City Advisor for Eurocities since July 2023, contributing to the Net Zero Cities EU initiative. Previously, Uchoa worked as an Urban Resilience Expert and National Director for the UN-Habitat Climate Resilience Cities Program in Brazil from December 2019 to August 2023, where a strategy for urban resilience was developed and implemented in Brazilian cities, notably Teresina. Uchoa has extensive experience in urban planning and sustainability, having held significant roles, including Head of Department for Agenda 2030 at the Prefeitura de Teresina, focusing on localizing global development goals. As a Co-Founder of NUMMA Arquitetos, Uchoa’s work received recognition in the form of the "City for People 2017" award. Educational qualifications include a Master’s degree in International Relations and Affairs from Institut Barcelona d’Estudis Internacionals and a CASA MSc in Smart Cities and Urban Analytics from UCL, alongside degrees in Urban Studies and Architecture.
