Tobin Palmer is an accomplished professional with extensive experience in program management, business operations, and military service. Currently serving as Director of Modernization at Epsilon Systems Solutions, Inc., since February 2023, Tobin previously held various roles including Program Manager at Prism Maritime LLC and Director of Business Operations/Consultant at Consolidated Marine Systems, LLC. With a strong foundation in contract management and financial reporting, Tobin has successfully managed high-level risk contracting activities and supported business development initiatives at Epsilon Systems from 1999 to 2014. Prior military experience as a Naval Officer included responsibilities as a Division Officer and Commanding Officer, alongside reserve service mobilizations in support of operations such as Iraqi Freedom. Tobin holds a Bachelor of Science in Marine Transportation from the United States Merchant Marine Academy and a Master's Certificate in Government Contracting from Old Dominion University.
