Carlos Vargas Alvarez del Castillo, PhD, is an accomplished expert in e-Governance with extensive experience in various roles. Currently serving as an Expert at the e-Governance Academy and as a collaborator for the public innovation diploma at INAP México, Carlos specializes in governmental interoperability and GovTech. With a background as an E-Gov Expert at Tech for Government and a Lecturer at UDGVirtual, Carlos has contributed significantly to e-Government education. Previously, as the Latam Director at Roksnet Solutions OÜ, Carlos led operations to promote digital interoperability in Latin America. A Doctor of Philosophy in Politics and Government from Tallinn University, Carlos has also held key positions in product commercialization and contributed to the development of e-Government policies in Mexico.
