Barry Mulligan currently serves as the Deputy Ambassador of Ireland to China and Director of Human Resources at the Department of Foreign Affairs in Ireland, a position held since July 2018. With extensive experience in human resources and organizational management across various government departments, Barry has successfully influenced governance systems, improved management processes, and driven key projects. Previous roles include Senior HR Business Partner at the Department for Communities and the Social Security Agency, and Head of Employee Relations at the Department of Social Development. Barry's career spans over a decade in the Northern Ireland Civil Service as Corporate HR Manager, supporting over 27,000 employees. Educational qualifications include a Master’s degree in Work & Organisational Behaviour from Dublin City University and a Bachelor of Laws from Ulster University, alongside a diploma in Business Administration from Tennessee Wesleyan University.
