Cllr. Lilian Seenoi Barr is an elected representative for Derry City & Strabane District Council since May 2023 and has served as the Director of Operations for the North West Migrants Forum (NWMF) since February 2012. Under Cllr. Barr's leadership, the NWMF has focused on supporting Black and Minority Ethnic (BME) communities in the North-west region of Northern Ireland through training, cultural activities, and direct assistance. Additionally, Cllr. Barr founded a leading anti-racism charity in the North-West, developing programs for individuals seeking safety, those granted international protection, and minority ethnic residents in the area. Cllr. Barr pursued education at Ulster University from September 2015 to July 2017.
