James Determan, PE, is an experienced Project Manager with a specialization in capital project management within the oil and gas industry. Currently serving at CTS Complete Technical Services since December 2019, James leads projects in the CITGO Refinery Capital Department and manages significant projects from inception to completion. Previous roles include Senior Civil Engineer at CDM Smith, where James contributed to building assessments and disaster recovery efforts post-Hurricane Harvey, and Project Manager positions at Fluor Corporation, overseeing productivity enhancement initiatives for large-scale chemical plant projects and power restoration efforts in Puerto Rico.
