Justin Kirk, AICP, currently serves as the Deputy Director of OC Public Works - Development Services and Planning Division Manager for the County of Orange since January 2022. Prior to this role, Justin held various positions in the City of Lake Elsinore from October 2014 to January 2022, including Assistant Community Development Director and Principal Planner. Earlier career experience includes senior roles in the City of San Juan Capistrano and positions from Planning Intern to Planning Technician in the City of Cotati. Justin's extensive project management experience encompasses notable developments such as a 65,000 square foot indoor self-storage facility, a 132-unit detached condo project, and a 100-room Residence Inn hotel. Justin holds a Master of Arts in Public Administration and a Graduate Certificate in Organizational Leadership from Brandman University, as well as a Bachelor of Arts in Urban Planning from Sonoma State University.
