Luciana Borio is a prominent figure in the field of medical and biodefense policy, currently serving as a Senior Fellow at the Council on Foreign Relations since September 2020. Prior to this role, Borio held the position of Vice President of Technical Staff at In-Q-Tel from May 2019 to September 2020 and served as the Director for Medical and Biodefense Preparedness Policy at the National Security Council within the White House from July 2017 to March 2019. Borio's extensive experience also includes a notable tenure at the FDA from November 2008 to June 2017, where roles included Acting Chief Scientist and Assistant Commissioner for Counterterrorism and Emerging Threats. Additionally, Borio contributed as a Senior Associate at the Center for Biosecurity of UPMC and as a Senior Medical Advisor at the Office of the Assistant Secretary for Preparedness and Response. Borio began medical training as a resident at New York Presbyterian Hospital from 1996 to 1999 and earned a Doctor of Medicine (MD) degree from The George Washington University School of Medicine and Health Sciences in 1996.
