Richard Tuinstra is a seasoned professional in Geographic Information Systems (GIS) with over two decades of experience in managing and developing GIS projects across various organizations. Currently serving as the Senior GIS Manager for the City of Wilmington, NC, since June 2018, Richard is responsible for implementing enterprise GIS solutions. Prior to this role, Richard was the GIS Manager for the City of Fayetteville, overseeing GIS administration and project management from 2008 to 2018. Earlier experience includes positions as GIS Manager at Hobbs Upchurch & Associates, Senior GIS Developer at Adogis Amsterdam, and GIS Specialist at the Faculty of Geo-Information Science and Earth Observation at the University of Twente. Richard holds a Master's degree in Geography from the University of Groningen, earned between 1982 and 1988.
