Horace Matthews is a seasoned technology leader with extensive experience in various strategic roles across multiple organizations. Currently serving as Deputy Chief Technology Officer for the City of Toronto since May 2024, Matthews previously held the position of Vice President & Chief of Staff at World Vision Canada, where responsibilities included driving market-creating product innovation and enterprise Agile transformation. Earlier roles include Deputy Chief Information Officer (Acting) for the City of Toronto and Senior Director at GS1 Canada, where Matthews focused on portfolio management and project delivery. With a strong background in IT governance, risk management, and strategic oversight, Matthews has also contributed to organizations such as Canada Health Infoway, Rogers Communications, and CGI. Education includes a Bachelor of Science in Computer and Management Studies, along with executive training from MIT Sloan.
